地方自治を破壊しているのは誰か−岩国市長選挙＆沖縄での米海兵隊によるレイプ事件
岩国市長選の開票結果が出た。
それを受けて，政府は新たに「米軍再編関連補助金」（仮称）を設ける検討を始めたという。
以前の新市庁舎建設補助金の凍結は行政判断と言えるかもしれないが，新たな市政へのプレゼントである新補助金は国レベルでの政治判断。
ムチとアメを用いて，市民の投票行動をねじ伏せた日本国政府。
結局，日本国政府，自民党・公明党の与党，そしてその支援者が地方自治を破壊しているんだろう。
自民党・公明党が米軍との連携による兵力拡充，安全保障体制の充実を図ろうとするということは，それは一つの政治的判断である。それはよし。
ただ，国と地方自治体の間の制度をねじ曲げて，地方自治を，市民をねじ伏せたのが許せない。
いずれにせよ，岩国市の市長選はとりあえずの結果が出た。
新市長には，強権的な政府与党の顔を伺うのではなく，市民のための舵取りを期待する。精一杯，市民の代表として，市民のために頑張っていただきたい。
このような事件に，県警が，そして日本国政府がどう対応するか市民は見ています。
沖縄県警は１１日、女子中学生に乱暴をしたとして、在沖米海兵隊の二等軍曹タイロン・ルーサー・ハドナット容疑者（３８）を婦女暴行の疑いで緊急逮捕した。調べに対し、同容疑者は「車内で抱きついただけだ」と話しているという。
調べでは、ハドナット容疑者は１０日午後１０時３５分ごろ、同県北谷町北前１丁目の路上に止めた車内で、同県内に住む中学３年の女子生徒（１４）に暴行をした疑い。
ハドナット容疑者は同日午後８時半ごろ、同県沖縄市で友達２人といた女子中学生に「自宅へ送ってあげる」と声をかけ、バイクで同県北中城村島袋にある同容疑者の自宅に連れて行った。その後、自分の車に乗せて、北谷町に移動。路上に止めた車内で暴行したという。
女子中学生は午後１０時前、友達の携帯電話に「助けて」と連絡。同１０時４５分ごろ、再度この友達に「今、逃げてきた」と連絡があり、通報を受けた県警が北谷町北前１丁目で女子中学生を保護した。女子中学生が車の特徴などを覚えていたことから、ハドナット容疑者を割り出した。

ハドナット容疑者は女子生徒を自宅に送らず、自分の家に連れ込んで関係を迫ったが断られたため、「車で送ってあげる」と乗用車に乗せ、北谷町内で停車して暴行したという。
女子生徒が車を降りた後、友人に相談。友人が警察に通報した。沖縄署員が現場付近を捜査中、通報内容によく似た風ぼうのハドナット容疑者を発見。職務質問したところ、返答に詰まったため任意同行し、事情を聴いていた。

緊急逮捕ですし，公務外ですから，被疑者の身柄は，日本側が確保して裁判まで持っていくんでしょうね。
まさか，安全保障体制の維持が「公共の福祉」などと言って，身柄や裁判権を放棄したりはしないでしょうね。
ただ，米軍側の懸念もわかるんですよね。日本国内で，被疑者の人権を無視した警察等による取り調べの事例がたくさん報告されていますから。警察等での取り調べをせめて米国レベル(これはこれで，ひどい事例もありますが)まで改善していかなければ，米軍側の懸念に対抗できない恐れがあります。

U.S. Marine arrested over rape in Japan's Okinawa

TOKYO (Reuters) - A U.S. Marine was arrested on suspicion of raping a 14-year-old Japanese girl in the southern Japanese prefecture of Okinawa, police said on Monday, an incident that could strain ties between the two security allies.
A spokesman for the Okinawa Prefecture police said the 38-year-old Marine, based at Camp Courtney on the island, was suspected of raping the schoolgirl on Sunday and the two were in a car at the time.
Further details were under investigation, he added.
Kyodo news agency, quoting police, said the marine had denied raping the girl, saying he had only got on top of her and kissed her.
Japan is home to some 50,000 U.S. troops, the bulk of them in Okinawa, where many residents have long resented bearing what they see as an unfair burden for maintaining the U.S.-Japan security alliance, a pillar of Japan's post-war diplomacy.
U.S. military bases in Japan have long caused complaints from local residents about crime, noise and accidents and in 1995, the rape of a 12-year-old Japanese schoolgirl by three U.S. servicemen sparked huge protests in Okinawa.
U.S. military officials were not immediately available for comment. A spokesman for the U.S. embassy in Japan said he was aware that an incident was under investigation.
"We really don't have enough facts to draw any conclusions," the spokesman added.
The incident comes as Japan's government tries to persuade Okinawa residents to accept a plan to relocate the U.S. Marine Corps Futenma Air Station from the densely populated central Okinawa city of Ginowan to the coastal city of Nago.
The Futenma move, agreed on by Tokyo and Washington in 2006, is a linchpin of a broader accord to reconfigure U.S. troops in Japan and is a prerequisite for moving some 8,000 Marines from Okinawa to Guam. Japanese media say Nago officials have accepted the plan in principle but have opposed specific details.

Tyrone Luther Hadnott, 38, of Camp Courtney in Okinawa, was arrested on a charge of raping the girl, an Okinawa police official said on condition of anonymity citing policy.
Okinawa police took custody of the Marine for investigation, the official said. Hadnott's hometown was not immediately available.
Officials of U.S. Forces in Japan could not immediately confirm the case.
Under a mutual security pact, the United States has about 50,000 troops deployed around Japan. Most of them are based on Okinawa and tensions over potential accidents, land use and troop-related crimes are endemic.
In 1995, the rape of a schoolgirl in Okinawa, which has the largest U.S. military presence, by three American servicemen sparked large-scale protests. The three served prison terms of six and a half to seven years.

A US marine has been arrested in Okinawa, Japan, on suspicion of raping a 14-year-old girl.
Sgt Tyrone Luther Hadnott, from Camp Courtney base, is alleged to have raped the local girl in a parked car.
The 38-year-old denies the accusation but has admitted to forcibly kissing the girl. He has not been charged.
About 20,000 US troops are based on the southern Japanese island, and relations are tense after previous prosecutions for crimes committed against locals.
A Japanese official said Sgt Hadnott met the girl on Sunday and offered to drive her home.
Instead he is reported to have taken her to his house, but when she started to cry he said he would take her home, which is when the alleged rape took place.
Okinawa's governor, Hirokazu Nakaima, said he felt "great anger" about the situation.
"This is a serious crime that contravenes a woman's rights and should not be forgiven," he told reporters.
Local tensions
Tokyo has asked the US military to tighten discipline among its personnel and take steps to prevent such incidents from taking place.
Lt Gen Bruce Wright, commander of the US forces in Japan, said US officials were aware of the "serious allegations" and were monitoring the situation in cooperation with the Japanese authorities.
He said if the allegations were true, "our hearts are with the victim and family".
Allegations of crimes by US troops against Japanese locals cause particular unease after a 1995 case in which three servicemen were jailed for the rape of a Japanese schoolgirl.
In 2006, a US civilian military employee was jailed for nine years for the rape of two women.
Both cases led to angry protests from the local community.
Foreign Minister Masahiko Komura warned that the latest allegation was "definitely not good for the US-Japan alliance".
The US is currently engaged in the most significant reorganisation of its Japan-based troops in decades.
Officials hope to move the main base to a less densely-populated area of Okinawa as a precursor to relocating troops to the US territory of Guam by 2014.

二等軍曹に実刑３年 米兵女子中学生暴行
ことし２月に本島中部で起きた米兵女子中学生暴行事件で、女性暴行や誘拐など統一軍事裁判法違反で訴追された二等軍曹（３８）に対する在沖海兵隊の高等軍法会議が１６日午前、北谷町の米軍キャンプ瑞慶覧であった。
判事は懲役４年を言い渡したが、司法取引で１年が猶予され、３年の実刑となった。検察側は求刑で懲役８年、弁護側は９カ月以内の判決を求めていた。
二等軍曹は５つの罪のうち、１６歳未満の少女に対する虐待を認めた一方、残りの４つの罪を否認した。
二等軍曹が米軍当局と司法取引を行い、１罪を確定させる代わりに検察側が４罪を取り下げた。これを受け、判事は有罪を認定した。
二等軍曹は陪審制ではなく、判事による審理を選択した。裁判官はデイビッド・オリバー中佐。軍法会議は日本側報道陣にも公開された。二等軍曹は「少女やその家族、日本の人たちに申し訳ないと思っている」と謝罪した。
在沖海兵隊報道部によると、二等軍曹は１６歳未満の少女に対する女性暴行と虐待、偽証罪や巧妙な手口による誘拐など５つの罪に問われた。３種類ある軍法会議のうち、殺人など最も重い罪を審理する「高等」での審理となった。
事件は２月１０日、本島中部の路上に止めた車の中で発生。少女に暴行したとして、県警が二等軍曹を逮捕。被害者側の告訴取り下げで那覇地検が同２９日、不起訴処分とし、二等軍曹の身柄は日本側から米軍側へ引き渡され、米軍側が訴追していた。
